Harmonics and Flicker
The assesment of harmonics and flicker to EN61000-3-2 and EN61000-3-3 is a  requirement of the European CE marking process for all electrical equipment rated up to 16A.
The harmonics standard 61000-3-2 controls the the level of distortion of the current drawn by equipment by specifying limits for the amplitude of the first 40 harmonics. The method of measuring harmonics is detailed by EN61000-4-7 which includes measurments of inter-harmonic groups.

The flicker standard EN61000-3-3 controls the level of voltage changes imposed upon the ac line by products by setting limits for voltage changes in terms of flicker. Flicker is measured by a specialist piece of equipment called a flickermeter  (EN61000-4-15).
